Standardization Development Plan for Strategic and Emerging Industry
Jointly developed by SAC, NDRC, MOST, MIIT and other six ministries, the Standardization Development Plan for Strategic and Emerging Industries (the Plan for short) was officially released.
The Plan lays down the basic principles, emphasizing “systematic planning and collaboration”, “market-oriented and innovation-driven development”, “key breakthrough and overall improvement”, “international vision” as well as “openness and inclusiveness”.
The Plan defines the development targets. By 2015, it is planned to build up around 60 standards complexes and develop over 600 urgently needed national and industrial standards, primarily establishing the standards system suitable for the development of strategic emerging industries, basically complete the standardization collaboration mechanism, notably increase the enterprise participation, strengthen the capability of developing technical standards and elevate the international competitiveness of national standards.
The Plan highlights the major missions, putting forward the 2015-2020 roadmap for the standardization of seven strategic emerging industries, standards system framework and key development tasks, and organizing comprehensive standardization in 20 typical demonstrative sectors.
The Plan also puts forward a portfolio of policies and measures with respect to standardization coordination, working mechanism, international participation, technical innovation, multiple investment and talent cultivation, researching and developing multiple facilitative concrete measures to implement innovation-driven strategy and create favorable standards conditions for the development of strategic emerging industries.
To carry out the Plan, SAC is preparing to release the annual catalog of standards complexes and standards projects to promote the construction of standards system suitable for the development of such industries.
