National core project: ultra high voltage standardization

On 16 December 2009, a press conference on exemplary models for standardization of national core projects and standardization of UHV AC power equipment, jointly organized by the Standardization Administration of the Peoples Republic of China, the China Electricity Council and the State Grid Corporation of China, was held at the Diaoyutai State Guesthouse in Beijing. Members of the General Administration of Quality Supervision, Inspection and Quarantine of the Peoples Republic of China, director Ji Zhengkun of the Standardization Administration of the Peoples Republic of China and the deputy director of the State Grid Corporation of China, Shu Yinbiao, attended the press conference and spoke to the media.

 

Ji Zhengkun stressed in his speech the achievements reached in the field of exemplary models for standardization of national core projects and standardization of alternating current power equipment with ultra high voltage. He pointed out, that the framework for standardization of alternating current power equipment with ultra high voltage is already fundamentally finished. Through proactive innovations, a modern setting on international level was reached and scientific developments for the Chinese power industry were furthered. This clearly shows how important the influence of standardization work on core building projects is. The Standardization Administration of the Peoples Republic of China sanctioned the pilot project of the 1000 kilovolt alternating current power transmission equipment with ultra high voltage to be build in Jingmen in southeastern Shanxi. This project was the first “exemplary model for standardization of national core projects” in China. This project constitutes an important achievement within the pilot projects of exemplary models for standardization, with great importance for the research of the standardization work. It also supports the innovation model of national core projects and furthers the integration of standardization with proactive innovation.

 

Director Ji Zhengkun underlined, that to further strengthen the standardization and industrial production of the results of Chinese proactive innovations, further exemplary models have to be worked out, implemented and advertised. The system of standardization of alternating current power equipment with ultra high voltage has to be brought to perfection and the international standardization in the field of proactive innovations has to be furthered with all power.

 

Deputy director Shu Yinbiao introduced the building schedule of the project for the alternating current power equipment with ultra high voltage and stressed its high importance for the development of economy and society. He pointed out that standardization had a strong positive influence on national core projects. Furthermore he underlined that the creation of a comprehensive system of standards for alternating current power equipment with ultra high voltage constitutes a solid foundation of utmost importance for the Chinese technology regarding UHV AC power equipment. At the same time, this will further the Chinese participation in the development of international standards for ultra high voltage equipment.

 

To study the influence of standards on national core projects and to strengthen the interaction of standardization and proactive innovation, in October 2006 the Standardization Administration of the Peoples Republic of China sanctioned the setup of a commission for standardization of alternating current power equipment with ultra high voltage. The 15 projects on national standardization of alternating current power equipment with ultra high voltage sanctioned on November 30th 2009 by the Standardization Administration of the Peoples Republic of China will be put into effect in May 2010. One amongst these projects is the “guideline for a 1000 kilovolt power transmission system and reactive power technology”. On December 1st 2009, the Standardization Administration of the Peoples Republic of China approved of the 1000 kilovolt alternating current power transmission equipment with ultra high voltage to be build in Jingmen in southeastern Shanxi, the first “exemplary model for standardization of national core projects”.
